Hi yukihiro-naoki, I saw your question in the SB! I'll try and answer.
Elite members are members who are specially given this status for their contribution to the site. They help out the MT moderators and administrators.
As far as I know, this elite member status is appointed, depending on the MT Staff's decision. ^-^But you can still go for the other achievements! Like tagging, and art and posting... Those are less specialised and easier to get. ^^;
